• Note (General): type:text; ジェンダーと労働の視点を中心に、政策立案主体である内務省と、女性の官吏を雇用していた逓信省の分析を中心として、研究をおこなった。結果は以下の通りである。 戦間期の内務省社会局において、救護法（1929年）の立案にいたる社会局内部の文書を発見し、当該案件が浜口内閣において議会提出されるにいたる経緯の一端を明らかにすることができた。また、学知との関係では、社会政策学会に拠る学者たちと官僚の関係を明らかにし、従来指摘されてきたような、憲法学を基礎とする内務官僚の「法科偏重」性との関連について再検討をおこなった。 また、戦前においてはじめて女性の高等文官試験合格者となった渡邊美恵という人物について、厚生省に任官後、戦後は労働省婦人少年局勤務をへて、社会党から衆議院議員選挙に立候補し、その後総評系の労働運動に従事していたキャリアを明らかにした。個人史を通じ、戦前期の官庁における「革新」の動向が、占領改革期をへて、「戦後革新」に接続してゆくこと、それがジェンダー的に構造化された官僚秩序と関連していることを明らかにした。 逓信省については、研究代表者が以前から進めている同省貯金局の女性職員の分析を進め、心理学的知見が職員採用にあたって利用されていたことを明らかにした。 また、女性職員が求められる労働時間の長さが、その長期勤続を阻害すると同時に、戦後のいわゆるキャリア官僚においては、当人ないし配偶者の母のサポートを条件とするという家族構造上の要請をもっていたこと、その原型はすでに戦前期逓信省でも見出し得ることを明らかにした。 これらの成果は順次論文化の予定であるが、一部が「近代日本の官僚制とジェンダー」（『「ひと」から問うジェンダーの世界史』、大阪大学出版会）として、2023年5月に刊行の予定である。 The study focused on the perspectives of gender and labor, with an analysis of the Ministry of the Interior, which was the policy-making body, and the Ministry of Communications, which employed female officials. The result is as follows. We have discovered internal documents of the Social Affairs Bureau of the Ministry of Home Affairs during the interwar period that led to the drafting of the Relief and Rescue Law (1929), and have been able to clarify some of the circumstances that led to the submission of this matter to the Diet by the Hamaguchi Cabinet. In addition, we clarified the relationship between the bureaucrats and scholars affiliated with the Social Policy Association, and reexamined the relationship with the "jurisprudence-centeredness" of the Home Ministry bureaucracy based on constitutional studies, as has been pointed out in the past. In addition, the study of Watanabe Mie, the first woman to pass the prewar high civil service examination, reveals that after being appointed to the Ministry of Health and Welfare, she worked in the Women and Children's Bureau of the Ministry of Labor after the war, ran for election to the House of Representatives as a member of the Socialist Party, and later engaged in the General Council of Trade Unions-affiliated labor movement. Through her personal history, I clarified that the trend of " reform(Kakushin)" in government offices in the prewar period was connected to the " postwar reform(Sengo-Kakushin)" through the period of occupation reform, and that it was related to the gender-structured bureaucratic order. Regarding the Ministry of Posts and Telecommunications, I have been analyzing the female employees of the Savings Bureau of the Ministry, and have found that psychological knowledge was used in the recruitment of these employees. The study also revealed that the long working hours required of female employees hindered their long-term service, and that the so-called "career" bureaucrats in the postwar period had a family structure that required support from the mother of the employee or his/her spouse.
