• Note (General): type:text; 本研究では、某NGO がマダガスカルで3 年間に亘って実施する家庭用トイレ普及プロジェクトに、申請者がその計画段階から参画し明確な無作為化比較実験の研究計画を組み入れることで厳密なインパクト評価を試みる、世界的にも極めて稀な試みである。とりわけ、女性の視点を重視した調査設計を行った。開発途上国の女性を取り巻く環境は厳しく、本研究の対象国マダガスカルでは、10人中9人が衛生的で安全なトイレへのアクセスが無い環境下で生活をしており、野外排泄は衛生面の問題や感染症蔓延、そして特に女性の人権の観点から極めて望ましくないことが知られている。 本プロジェクトで普及させるトイレは、水回りの設営が難しいマダガスカルの郊外地域で行われるため、日本のような水洗トイレではない。しかし、出来る限り衛生的かつ・環境に配慮した、深穴掘削形のトイレを想定している。 本年度はベースライン調査すなわち、トイレ普及開始前の世帯の現状調査を実施した。調査世帯数は急激な円安によるコスト増により当初目標としていた数を下回ったが、トイレ設置を予定しているすべての世帯に対して調査を実施することが出来た。これら世帯に対して、質問票を用いての調査を実施した。質問票は家計の主たる人物に対してのみではなく、個人のプライバシーに関するセンシティブな質問に関しては、各人に自記式で記入してもらい機密性を保つ工夫も取り入れた。 今回のベースライン調査の結果から、多くの世帯が共有トイレを利用していること、とりわけ女性はトイレのセキュリティーが問題であると感じていること、生活の満足度に大きなばらつきがあることなどが明らかとなった。 今後は毎年トイレ設置のタイミングと調査のタイミングを適切に計画することによって、ベースラインで調査した世帯に対する2－3回のフォローアップ調査を計画している。 This study is a rare attempt to conduct a rigorous impact evaluation of a household latrine dissemination project to be implemented by an NGO in Madagascar over a period of three years, in which the applicant participated from the planning stage and incorporated a clear randomized controlled experimental research design. In particular, the research design emphasized women's perspectives. The environment surrounding women in developing countries is harsh, and in Madagascar, the target country of this study, 9 out of 10 women live without access to a sanitary and safe toilet, and open defecation is known to be extremely undesirable in terms of hygiene, spread of infectious diseases, and especially women's human rights. The toilets to be disseminated in this project will be located in suburban areas of Madagascar, where it is difficult to set up a water supply system, so they will not be flush toilets like those in Japan. However, we envision deep-drilled toilets that are as hygienic and environmentally friendly as possible. This year, we conducted a baseline survey, i.e., a survey of the current status of households before the start of toilet dissemination. Although the number of households surveyed was less than initially targeted due to increased costs caused by the sharp depreciation of the yen, we were able to survey all households that were planning to install toilets. A questionnaire was used to survey these households. The questionnaire was not administered only to the main household members, and sensitive questions regarding personal privacy were asked to be filled out by each household member in a self-administered form to maintain confidentiality. The results of this baseline survey revealed that many households use shared toilets, that women in particular perceive toilet security as a problem, and that there is a wide variation in life satisfaction. We plan to conduct 2-3 follow-up surveys of the households surveyed in the baseline by appropriately planning the timing of the installation of toilets and the timing of the survey each year.
