• Note (General): type:text; 本研究プロジェクト（3年予定）の目的は、中国共産党が1990年代以降、「公正で秩序ある市場」をどのように構築しようとしてきたのか、その背後にどのような政治のダイナミクスが作用してきたのかを、業界団体をめぐる政治過程を通じて明らかにするところにあった。 一年目に当たる2022年度は、主に以下の２つの側面から研究を遂行した。 第一に、胡錦濤政権から習近平政権にかけての業界団体（中国工業経済聯合会系列団体および中華全国工商業聯合会系列団体)をめぐる政策の変遷について、文献調査を中心に実施した。研究により、市場経済化の進展を経て、上記の通り二つの系列に分断されてきた業界団体管理について、①傘下にある団体や企業の重複が生じた結果、浙江省温州市などでは後者が前者に替わって全ての団体・企業を管理する新たな体制が構築されたこと、②習近平政権下で、行政機関と業界団体の分離が断行されつつある一方、業界団体管理においても党組織が前面に出て人事面、規律面での影響力を強めていることなどが明らかとなった。研究成果の一部は、「中国共産党の社会統治――実態と展望」（『Security Studies 安全保障研究』第４巻第３号（習近平の中国――政治・経済・社会・外交）2022年９月）に公刊したほか、「政府−市場関係の再構築に向けた法制度構築の現段階――業界団体のあり方に着目して」（21世紀政策研究所中国研究会報告書）として近日ウェブにて公開予定である。 第二に、中国において社会主義計画経済体制下の行政機関による業界管理の仕組みが形成された1950年代を中心に、資料収集を実施した。2022年9月4日から11日にかけては、オーストラリア国立図書館（キャンベラ）において、同図書館が所蔵する『中共重要歴史文献資料彙編』の膨大なコレクションから、関連する資料を大量に収集した。また、2023年3月にアメリカ・アジア学会で報告するためにボストンを訪問した際には、ハーバード大学図書館において、『新中国工商行政管理史志』（中国工商出版社、2009年）をはじめとする関連文献を収集した。 The purpose of this research project (planned for three years) was to examine how the CCP has attempted to construct a "fair and orderly market" since the 1990s, and what political dynamics have been at work behind this effort, through the political process surrounding industry associations. In FY2022, the first year of the project, the research was carried out mainly from the following two aspects. First, a literature research was conducted on the policy development of industry associations (affiliated with the China Federation of Industry and Economy and the National Federation of Industry and Commerce of China) from the Hu Jintao administration to the Xi Jinping administration. The study revealed the following: (1) As a result of the overlap in associations and enterprises, a new system was established in Wenzhou City, Zhejiang Province, where the latter replaced the former to manage all associations and enterprises; (2) Under the Xi Jinping administration, the separation of administrative organs and industry associations is being decisively implemented, while the Party organization has come to the forefront in the management of industry associations, strengthening its influence in terms of personnel and discipline. Part of the research results were published in "Social Governance of the Communist Party of China: Reality and Prospects" (Security Studies, Vol. 4, No. 3 (Xi Jinping's China: Politics, Economy, Society, and Diplomacy) (September 2022), and will soon be published on the web as "The Current Stage of Legal System Building for the Restructuring of Government-Market Relations: Focusing on Industry Associations" (Report of the China Study Group of the 21st Century Policy Research Institute). Second, I collected materials mainly from the 1950s, when the system of industry management by administrative agencies under the socialist planned economy system was formed in China. On September 4-11, 2022, I collected a large amount of relevant materials from the National Library of Australia's vast collection of "The Chinese Communist Party's Important Historical Documents and Materials." In addition, during a visit to Boston in March 2023 to present a paper at the American Association for Asian Studies, I collected relevant literature at the Harvard University Library, including the New History of the Administration of Industry and Commerce in China (Industrial and Commercial Press of China, 2009).
