Note (General): 社会調査の回収率の低下傾向は、近年非常に深刻な問題となっている。本稿は、回収率の改善のためには、調査員の行動の制御が最重要課題であることを確認し、その制御にあたって具体的ないくつかの論点について考察を行ったものである。調査員の制御が必要であることは、調査協力の概念枠組みから明らかである。さらに、調査会社に実査を委託する大規模調査の場合には、調査会社との協力に伴う制限に対してどのように対処するかを判断する必要があり、この課題への取り組みはさらに重要となる。「2003年仕事と暮らしに関する全国調査」の回収状況データの分析から具体的に、調査員の訪問パターンの制御（一時不在の決定のタイミング）という問題と、調査員の負担と回収状況の関連という問題を取り上げ、それぞれについてどのような改善案がありうるかを考察した。結論としては、調査会社との協力を前提とする限り、調査員の行動を直接的な制約により制御する方法を考えるよりは、間接的な方法で望ましい行動が取られる可能性を高める手段を講じる方が効果的であろうことを主張した。
