第5次医療法改正による新たな医療計画の下での医療提供体制構築に関わる諸問題を検討するため、聞きとり調査などを通じて医療計画の策定過程を分析した。その上で、医療計画に基づく提供体制構築のための諸手法(規制、補助金、診療報酬による誘導、一定の医療機能の認定など)について検討を行い、「医療を受ける者の利益」の保護、増進の観点からこれらの手法を総合的に把握し、分析するという視点を提示した。
Health care reform legislation has made an effort to develop integrated health care delivery systems based on prefectural health care plans by regulation, financial incentives by grants and fee schedule and certification of qualified healthcare providers. They could be systematized as the approach to protect and promote patients’ interests.
