レーニン時代のソヴェト初期体制は、民衆対コムニストとの対立を基盤としたため、民衆への抑圧が必然化された。だが、軍事力の動員には限界があり、この抑圧機関としてチェー・カーを中心とする「赤色テロル」の行使が不可欠であった。従来は、ソヴェト=ロシア史の裏で登場するチェー・カーこそが当時の支配体制の根幹であった。この機関を中心に発生する様々悲劇を、割当徴発の実施、割当徴発から新経済政策への政策転換、クロンシタット反乱とアントーノフ蜂起、教会弾圧の状況下で具体的に検討した。そこで見えてくるのは、党エリートの特権を擁護するための様々な反民衆的政策の具体化である。
In early soviet-Russia the ruling system of Lenin period was based on the structure of the superiority of communists to the masses, so it needed the repressive organ over the masses. But because at that time military power was coming to the end of the line, “red terror” mainly performed by CheKa was vital for this ruling system. Many tragedies in this repressive system ware researched in the cases of collections of tax in kind, introducing of NEP, suppressions of Kronshtadt revolt and Tambov uprising and the anti-church policy.
