1922年初頭からはじまるロシア正教会への弾圧はまず、飢餓民に必要な食糧を外国で購入するための貴金属没収の口実ではじまった。このキャンペーンの開始時には、中央委員の多くは必ずしも反教会の強攻策を支持しなかったが、3月半ばのシュヤ事件に対する党中央委員への秘密書簡は党指導部内のこれまでの待機的気分を一掃し、軍事力を動員しての教会と聖職者への容赦のない弾圧と迫害がはじまった。このようにして、宗教弾圧の実施過程でゲー・ペー・ウーにより民衆の抵抗を圧殺するシステムが動き出したのである。
