阪神・淡路大震災を契機として,ライフラインの構造安全性ばかりではなく,震中,震後の機能性能,震後の修復性の重要性が再認識された.また,要求される安全性のレベルや機能性能は必ずしも一律ではなく,目的,用途の重要性,緊急性に応じて選択可能なものであることも認識された.このような背景から本研究では,ライフラインが有するべき地震後性能について,目的,用途の重要性,緊急性を考慮に入れて検討を行うとともに,構造破壊と機能性能との関係をライフラインのネットワーク形状を考慮しながら整理することにより,ライフラインに対する性能規定型設計法の導入の可能性について議論した.まず,想定される地震被害を受けた後の上水道流量解析を行い,各供給点で取り出すことのできる水量,水圧を求め,これらの地震後性能と構造被害との関係について検討した.つぎに,必要とされる地震後性能が与えられた場合に,その性能を確保するために必要な耐震補強策を幾通りか提案することのできる手法について検討を加え,それぞれの補強策の優位性を地震後性能の観点から定量的に評価できる手法を提案し,考察を加えた.本研究では,単位水量の水が供給されなかったときの水の貨幣価値を単位水量損失と呼び,これと地震後に最低必要とされる水量からの不足水量との積を困窮度と定義し,地震後の機能性能を評価するための指標とした.なお,単位水量損失は地震発生からの経過日数により変化するものとし,阪神・淡路大震災の事例をもとにこの関数を定めた.この指標を用いて,いくつかの耐震補強案が示された場合の優位性を定量的に比較する手法を開発した.さらに,これらの研究成果をもとに,ライフラインシステムに性能規定型設計法を導入する場合の利点と問題点を議論した.
This study deals with a system performance of water supply system after an earthquake and prioritization of the retrofit. After the 1995 Hyogoken Nambu (Kobe) earthquake, the water supply system of Kobe City was completely disrupted and its principal functions were lost. It took about three months for complete recovery of water supply. Since it is not realistic that the earthquake damages were perfectly prevented against very rare but great earthquake like the 1995 Kobe earthquake, performance based design should be introduced into the lifeline system. Moreover, the retrofit prioritization is required in the system strengthening From the point of system performance because of the enormous piping length.First, a flow analysis of water supply pipelines was conducted in order to estimate under water supply points of a network after a scenario earthquake. The water supply pipeline network of Kanazawa City in Japan was adopted as a case study in this study. An effect of suspension and under supply of water on a civil society after an earthquake was estimated from the point of system performance. Based on the data in the 1995 Kobe earthquake, the relation between the day after the event and main purpose of water was shown and the minimum objective of water supply volume was given. Then a loss for water shortage was defined to evaluate the degree of effects of water shortage on a civic life. A loss of water shortage, which was a difference between supplied water volume and the minimum objective was evaluated by the value of money. The strengthening of water supply pipelines was studied to reduce the loss for water shortage due to the suspension and under supply of water after an earthquake. The results revealed that the total loss for water shortage seems to be one of the indices for evaluation of retrofit prioritization.
