「均等型」として示したボンガイ地区は、もともとコミュニティ活動が活発であったが、火災からの早期の復興が統一したテーマとなり、地区を区分して住民の小規模な組織化を行い、貯蓄活動や建設支援等に関しての意思疎通を図り、相互の競争的な意識化を図ることで、結果として集団的な住宅建設事業等の円滑な進行が可能となった。一方、「不均等包括型」のガオセン地区は、宗教の相違や生業による生活スタイルが混在しており、当初から改善型の開発整備を目的としていた。このため地区の社会構造、地域特性を維持しつつ、区分された小規模住民組織とブロックに個別の状況を包含することで、可能な事業を選択的に実行している。従って各組織内、ブロック内では個別の住宅建設や改善など開発の内容や基準について相違が認められ、中には途上の事業もみられる。すなわち、「均等型」の場合は部分に区分することで全体の開発を可能にし、「不均等包括型」の場合は部分に区分することで個別の事情を組み込んだ開発を可能としている。このように小規模住民組織の位置づけは相互に異なるが、いずれにおいても小規模住民組織はコミュニティ開発を推進する単位主体として有効性を担保している。
The purpose of the study is as follows. It analyzes characteristic of small neighborhood groups by comparing re-construction project with re-blocking project etc. on 10 pilot projects of Baan Mankong Program in Thailand. And, it also analyzes efficacy of community development based on participatory housing improving project implemented by small neighborhood groups in the communities on which I did research. In conclusion, I find out two types on role of neighborhood groups in community development. As an actor unit to implement community development, even though the role shows different in each case study, firstly, small neighborhood groups enables to build collective housing easily and safe, secondly, it is able to join in inclusive varied situations and allows range of development standard of each neighborhood groups for community improvement.
