本研究では,知的財産保護制度の政策形成プロセスを内生化することによって知的財産保護政策と経済成長の間の関係を分析した。分析の結果,政府が腐敗しており,政治献金による利得を重視しているならば,政府は知的財産保護を強化し,企業によるイノベーションを促進させることが明らかとなった。一方で開放経済では途上国の知的財産保護水準が先進国の保護水準と比較して過少となり,途上国は先進国の強い知的財産保護政策にただ乗りする傾向がある,結果として世界全体での保護水準が過少になることが示された。
I examined how intellectual property rights (IPRs) protection affects economic growth by endogenizing policy formation process. I found that if the government is corrupt and pays much attention to political donation, the government strengthens patent protection and increases innovation. I also found that IPRs policies in less developed countries tend to be weaker than those in developed countries and the governments of less developed countries freeride strong IPRs protections in developed countries. This implies that patent protection level at the whole world is weaker than their optimal level.
