東アジアにおける作物の在来品種を次世代に受け継ぐ方策を検討するために、中国や近隣諸国の政府機関・種苗会社・NPO・農家等を対象とした現地調査を実施し、各国の実態や特徴を明らかにした。その結果、(1)中国では土地所有制度が周辺諸国とは大きく異なり、同じ土地で自家採種を行いながら作物を継続的に栽培することが制度的に難しいことが示唆された。また、日本・韓国・台湾の調査結果から、(2)日本では全国、県、地域の各レベルで多様なNPOが活動を展開している、(3)韓国では全国的な農民運動の一環で在来品種の保全が図られている、(4)台湾では、NPOや農民グループの活動は導入期にあること等が明らかにされた。
This study investigates the current state of organizations engaged in local seed conservation activities in China and other East Asian countries. By interviewing farmers, governmental organizations, seed companies and NPOs in each country, the trends of seed conservation systems were examined. The results showed that (1) in China, it would be difficult for farmers to continue seed conservation in the same farmland, (2) the NPOs in Japan were continuously engaging in these activities on national, regional and local scale, (3) the big peasant group in Korea played an important role for conserving local seeds, (4) activities of NPOs (non-profit organizations) in Taiwan engaging in these activities began relatively recently.
