戦間期における乳幼児の実態の実証的検討と、近代化の過程で生み出された乳幼児保護問題が、戦間期から総力戦体制への移行という社会変動のなかでどのように構造的再編を遂げるのかを検討した。保育困難児・障害幼児問題の保育課題が顕在化する戦間期を、急激な人口移動や労働力構成の転換期に即応した保育・母子保健衛生の新しい改革要求が浮上した時期と想定し、障害乳幼児・発育困難児への取り組みが、保護対象の枠を越えて、同時代の育児問題の公共性を高めようとする国民大衆の心性として形成され、教育と福祉をつらぬく「育児の社会化」という現代的な政策構想が生み出されたことを明らかにした。
