持続可能な社会の実現に向けて、公共政策の大規模な転換の実現プロセスを明らかにする必要がある。そこで本研究は環境再生を目的として行われた熊本県荒瀬ダム撤去に着目して、既存の大規模なダムを撤去するという大きな政策転換がなぜ実現したのか、事例研究を行なった。その結果、長期的にはダムに起因する様々な被害経験によって周辺住民のダムに対する否定的信念が形成されていったこと、短期的には他のダム建設問題や水利権更新のタイミングなど外的要因が影響を及ぼしていたことが明らかになった。
Policy process leading to the major policy change should be uncovered to realize the sustainable society. This study focused on the Arase dam removal in the Kumamoto Prefecture, which was implemented to restore the ecosystem, and conduct the case study to identify the reason why such a major policy change to remove the existing large dam. As a result, I found that the residents along the dam site formed negative beliefs in the dam due to the damages caused by the dam in the long term and that, in the short term, external perturbations, such as another dam controversy and timing of water license renewal, affect the resultant policy change.
