本研究の目的は、東ドイツの政権政党SED、国家的機関などによって出されたスポーツ関係規定に示されるスポーツ振興の理念や方策が、どの程度まで実現されたのかを検討することにあった。本研究は、1949年から1960年までを中心とし、資料としては、東ドイツ時代の極秘文書を使用した。1960年以前、東ドイツは、児童・青少年スポーツ、大衆スポーツにおいて会員数などで停滞し、競技スポーツにおいても西ドイツに劣っていた。スポーツ振興の理念や方策が実現できなかった理由は、児童・青少年スポーツにおける指導者不足、スポーツ団体の大衆スポーツ軽視、競技スポーツにおけるトレーナーの少なさなどであった。
The purpose of this study was clarify to the extent of implementation of the sports promotion philosophy and measures prescribed in sports-related regulations issued by national institutions and the Sozilistische Einheitspartei Deutschlands (SED), a political party within the German Democratic Republic (GDR). In this study, I focused on the period between 1949 and 1960, using documents that were previously regarded as top secret by the GDR.Before 1960, the GDR was stagnant in terms of membership in infant and youth sports and popular worker sports, and it was unable to keep up with the Federal Republic of Germany in competitive sports. The reasons why the philosophy and measures for sports promotion could not be realized were the shortage of leaders in children's and youth sports, the disregard for popular worker sports by sports organizations, and the lack of trainers in competitive sports etc.
