本論文は，試験を，運用面まで含めた仕組みをシステムとしてとらえ，試験問題は様々な資源を投入して得た重要な知的資産であることをふまえ，実施後に使用した試験問題を広く一般に公開するか否か（試験問題公開）を適切に決定するための知見を与えるものである．最終的な研究成果として，わが国の試験問題公開についての実証データを用いて，ロジスティック回帰モデルを適用し，試験問題公開に影響する要因の関係性を明示することにより，社会の要請を考慮し試験システムの設計との関わりを見極めた上で試験問題公開を決定するための判断モデルを提示した．
