• Note (General): 日本原子力研究開発機構は、2013年12月3日,4日に、「原子力平和利用と核不拡散・核セキュリティに係る国際フォーラム; 東電福島第一原子力発電所事故を踏まえた、今後の核燃料サイクルのオプションに係る核不拡散・核セキュリティの確保」を開催した。フォーラムでは、日本,米国,仏国の政府及び国際原子力機関(IAEA)からの出席者が、それぞれの国や所属機関等における原子力平和利用と核不拡散に係る取組み等について講演した。また、パネル討論では、「東電福島第一原子力発電所事故を踏まえた、核燃料サイクルのオプションに係る核不拡散・核セキュリティ方策」及び「核燃料サイクルのオプションに係る核不拡散確保のための保障措置や技術的措置の役割」という2つのテーマで議論が行われた。前者では、核燃料サイクルの2つのオプションの核不拡散・核セキュリティ上の課題について、後者では保障措置やプルトニウム燃焼技術等の核拡散抵抗性技術が核燃料サイクルのバックエンドにおける核不拡散・核セキュリティ確保に果たすべき役割について議論した。本報告書は、同フォーラムの基調講演の要旨、パネル討論の概要及びパネル討論で使用された発表資料を収録したものである。; The Japan Atomic Energy Agency held "International Forum on Peaceful Use of Nuclear Energy, Nuclear Non-proliferation and Nuclear Security; Ensuring Nuclear Non-Proliferation and Nuclear Security of Nuclear Fuel Cycle Options in consideration of the Accident at TEPCO's Fukushima Daiichi Nuclear Power Station" on 3 and 4 December 2013. Keynote speakers from Japan, the United States, France and International Atomic Energy Agency (IAEA), respectively explained their efforts. In two panel discussions, entitled "Nuclear non-proliferation and nuclear security measures of nuclear fuel cycle options in consideration of the Accident at TEPCO's Fukushima Daiichi Nuclear Power Station" and "Roles of safeguards and technical measures for ensuring nuclear non-proliferation for nuclear fuel cycle options", active discussions were made. This report includes abstracts of keynote speeches, summaries of two panel discussions and materials of the presentations in the forum.
