• Note (General): 日本原子力研究開発機構は、2012年12月13日、14日に、「原子力と核不拡散、核セキュリティに係る国際フォーラム; 核セキュリティのバックエンドにおける核不拡散、核セキュリティ確保とアジアにおける地域協力」 を開催した。フォーラムでは、日本,国際原子力機関(IAEA),米国,仏国及び韓国の有識者,政府関係者,専門家が、それぞれの国や所属機関等における原子力平和利用と核不拡散にかかわる取組み等について講演した。また、2つのパネル討論では、「核燃料サイクルのバックエンドにおける核不拡散、核セキュリティ確保の方策」及び「アジアの原子力利用における核不拡散、核セキュリティ方策、多国間協力枠組み」をテーマとし、前者では、特にバックエンドにおける核不拡散及び核セキュリティの観点からの課題及び対応方策を、後者では、アジアの原子力利用における核不拡散・核セキュリティ確保の方策、日本等の原子力先進国を含む本分野の多国間協力枠組みの実現性について供給国側の視点から議論した。本報告書は、同フォーラムの基調講演及び特別講演の要旨、パネル討論の概要及びパネル討論で使用された発表資料を収録したものである。; The Japan Atomic Energy Agency held "International Forum on Nuclear Energy, Nuclear Non-proliferation and Nuclear Security; Measures to ensure nuclear non-proliferation and nuclear security for the back end of nuclear fuel cycle and regional cooperation in Asia" on 12 and 13 December 2012. In the forum, 5 keynote speakers respectively explained their views and efforts regarding challenges for peaceful use of nuclear energy and nuclear non-proliferation. In two panel discussions, entitled "Measures to ensure nuclear non-proliferation and nuclear security of nuclear fuel cycle back end" and "Measures to ensure nuclear non-proliferation and nuclear security for nuclear energy use in the Asian region and a multilateral cooperative framework", active discussions were initiated among panelists. This report includes abstracts of keynote speeches, summaries of two panel discussions and materials of the presentations in the forum.
