• Note (General): 各種発電システムに関する比較影響評価の手法と代表的な評価結果を調査・整理した。比較影響評価は幾つかの影響評価手法を用いて実施されるが、一般的な方法として影響経路(損害関数)法が知られている。同手法は、発電所等の放出源から有害物質が環境中を移行して対象に影響を及ぼす過程を評価する。また、評価の目的に合わせて評価範囲(燃料チェーン,時間的及び空間的)を限定すること、評価過程でデータとモデルの妥当性を示すことに本手法の特徴がある。同手法は、国際原子力機関(IAEA)が12か国の研究機関と共同で実施した比較影響評価に関する共同研究プログラム(CRP)及び欧州共同体(EC)の外部性評価プロジェクト(ExternE)において採用され、国際的に広く認識された手法である。IAEAのCRP及びExtern Eの評価結果では、化石燃料(石炭,石油及び天然ガス)チェーンによる影響が特に大きく、その傾向は二次汚染物質や地球温暖化の影響を考慮した場合に顕著である。一方、原子燃料チェーンによる影響は、過酷事故のリスク及び長寿命核種による地球規模の影響評価について議論の余地がある。; This report describes the procedure and the results of the comparative risk assessment which are implemented using the Impact Pathway Approach. This approach is known as a popular method and characterized as the methodology that considers the emissions from the emission sources, the dispersions of those pollutants, and then the impacts to the recipients of the pollutants. This approach was examined at the CRP of the IAEA. Upon the results of the assessments made by the CRP and the Extern E, it is concluded that the impacts of the fossil fuel chains are relatively larger than of the other fuel chains, especially when the secondary chemical transformation of the pollutants and the effects of global warming are considered. On the contrary, the impacts of nuclear fuel chains are smaller than of the fossil fuel chains'. We still needs for further studies on the risks of the severe accidents and on the impacts of long-lived radio-nuclides spreading on the global level.
