• Note (General): わが国においては、経済の成熟化,市場の国際化等々の状況に適切に対応できるよう、地方分権化の推進,民間活動領域の拡大等の観点から行政改革が進められている。その一環として原研とサイクル機構は統合して独立行政法人となることとなった。独立行政法人制度には、効率的で透明性の高い組織・運営の実現を図るねらいがこめられている。本考察は、新法人が事務処理の効率化のみならず、情報公開に対応し、研究活動を効果的に支援できる財務・会計処理を行う基幹業務システムを構築することに資することを目的としている。; Japanese government is carrying out the administrative reform aiming to promote decentralization of authority, to magnify the field of private sectors, etc. in order to correspond appropriately to matured economy, internationalized market, etc. As one of the reforms, Japanese government decided that JAERI and JNC would unite into an independent administrative agency. The aims of the independent administrative agency institution include realization of effective and transparent system and management. The aim of the present investigation is to be useful for the new agency to develop a major business control system, which manages financial affairs and accounts not only efficiently but also in correspondence with open information to the public and promoting research activities effectively.
