• Note (General): 東海事業所では、「動力炉・核燃料開発事業団東海事業所再処理施設保安規定、第VII編環境監視」に基づき、再処理施設周辺の環境放射線モニタリングを実施している。本報告書は、1996年4月から1997年3月までの間に実施した環境モニタリングの結果及び大気,海洋への放射性物質の放出に起因する周辺公衆の線量当量算出結果を取りまとめたものである。なお、線量当量の評価に当たっては、1997年3月11日に発生したアスファルト固化処理施設の火災・爆発事故の影響を考慮し算出した。環境監視結果を要約すると以下のとおりであり、1996年度における再処理施設の平常運転及びアスファルト固化処理施設の火災・爆発事故による放射性物質の放出は、環境や一般公衆の健康に影響を及ぼすものではなかった。(1)空気浮遊じん試料の一部から事故に伴う影響が一時的に見られたが、それ以外については過去10年間に実施したモニタリング結果に基づく平常の変動範囲内であった。(2)公衆の実効線量当量評価結果は、2.4$\times$10-3mSvから2.1$\times$10-2mSvであった。; Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed since 1975, based on "Safety Regulations for the Tokai Reprocessing Plant, Chapter VII - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitants due to the radioactivity discharged from the plant during April 1996 to March 1997. Dose estimation includes unplanned discharges during fire and explosion at the Bituminization Facility of the TRP on March 11th. Appendices present comprehensive information, such as monitoring program, monitoring results, meteorological data and annual discharges from the plant.
