• Note (General): 幌延深地層研究計画(以下、本計画)は、日本原子力研究開発機構(以下、原子力機構)が堆積岩を対象に北海道幌延町で実施しているものである。本計画は、「地上からの調査研究段階(第1段階)」、「坑道掘削(地下施設建設)時の調査研究段階(第2段階)」、「地下施設での調査研究段階(第3段階)」の3つの調査研究段階に分けて進めることとしている。原子力機構の第3期中長期計画では、本計画について、「実際の地質環境における人工バリアの適用性確認、処分概念オプションの実証、地殻変動に対する堆積岩の緩衝能力の検証に重点的に取り組む。また、平成31年度末までに研究終了までの工程やその後の埋戻しについて決定する。」としてきた。これまでの研究の成果や外部委員会の評価、国内外の状況を踏まえて検討した結果、研究の継続が必要となったことから、令和元年8月2日に「幌延町における深地層の研究に関する協定書」(以下、三者協定)に基づき北海道および幌延町に協議の申し入れを行った。その後、協議の申し入れを行った「令和2年度以降の幌延深地層研究計画(案)」について、三者協定に基づき北海道および幌延町により設置された「幌延深地層研究の確認会議」において、研究の必要性や妥当性、三者協定との整合性を論点とした内容の精査が行われ、北海道および幌延町により「令和2年度以降の幌延深地層研究計画(案)」が受け入れられた。原子力機構は、これらの研究課題については、令和2年度以降、第3期及び第4期中長期目標期間を目途に取り組むこととし、その上で、国内外の技術動向を踏まえて、地層処分の技術基盤の整備の完了が確認できれば、埋め戻しを行うことを具体的工程として示すこととした。本報告は、令和2年度に実施する調査研究計画について取りまとめたものである。; The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies for geological disposal of High-level Radioactive Waste through investigations of the deep geological environment within the host sedimentary rock at Horonobe Town in Hokkaido, north Japan. The investigations will be conducted in three phases, namely "Phase 1: Surface-based investigations", "Phase 2: Construction phase" (investigations during construction of the underground facilities) and "Phase 3: Operation phase" (research in the underground facilities). According to the research plan described in the 3rd Mid- and Long- term Plan of JAEA, "Demonstration of EBS in geological environment", "Demonstration of disposal concept", and "Validation of buffer capacity of the sedimentary rock to tectonism" are important issues of the Horonobe URL Project, and schedule of future research and backfill plans of the URL will be decided by the end of 2019 Fiscal Year. JAEA summarizes the research and development activities of the important issues carried out during the 3rd Mid- and Long-term Plan, and set out three important issues after 2020 fiscal year. After consultation with Hokkaido and Horonobe town, JAEA formulated the Horonobe underground research plan after 2020 fiscal year within the 3rd and 4th Mid- and Long-term Plan. This report summarizes the investigation program for the 2020 fiscal year (2020/2021).
