熱圏大気観測実験は，トリメチルアルミニウム(TMA), リチウム(Li)やナ卜リウム(Na)などの元素を所定高度に放出し，これをトレーサとして地上から拡散の様子を光学的に観測することにより中性風の運動を解析する.わが国では，2007年にS-520-23号機によって高度250km付近の熱圏大気観測実験を行った実績があり，当該実験には宇宙科学研究所が独自に開発したリチウム噴射装置(Lithium Ejection System: LES)を採用している.
近年は,わが国のみならず諸外国でも類似の実験に対するニーズはあるものの，LESのような実用装置は今のところ保有されていないのが現状である.NASA-ISASの国際共同ミッション「Daytime Dynamo Experiment (昼間下部烈圏風観測実験)」は，このような背景から，わが国が米国の実施する高層大気観測ミッションにLESを提供することによって日米共同の高層大気観測実験が実施されることとなった.ロケットはNASAの観測ロケットTerrier Orionを2機用いる予定である.
