研究成果の概要（和文）：われわれが震災後継続してきたアンケート調査結果および茨城県内の住民グループや行政関係者へのヒアリング調査から以下のことが明らかになった。震災後には脱原発を訴える首長の下で「発電」というエネルギー分野ではなく、「科学」に重きを置く「原子力」政策に村政策がシフトした。しかし、この構想には、脱原発派のなかでも評価が分かれており、「科学」政策自体への住民参加という点では多くの課題が残っている。他方で、原子力研究者の中から市民運動と連携する動きが出てきている。ポスト原発の地域づくりに関しては、ドイツの事例研究を通じて、その可能性と課題について多くの示唆を得ることができた。研究成果の概要（英文）：Our consecutive questionnaire surveys and interviews with local residents groups and officials of local governments after the earthquake disaster, have revealed the following facts.1.The local government nuclear policy has shifted its focus from the production of electricity to the research of nuclear sciences. This policy shift was initiated by the former mayor of Tokai, who had made his anti-nuclear stance clear publicly after 3.11 earthquake disaster.But, the opinion and the evaluation toward this plan has been divided even among anti-nuclear citizens groups. There is much to be done to realize public participation in science policies.On the other hand, some nuclear scientists are beginning to collaborate with local Citizens. As for the post-nuclear community development, Our case studies of local communities in Germany has provided many samples of good practices, which illuminates the major problems concerning community development after the decommissioning of nuclear plants.
