研究成果の概要（和文）：本研究は、地方議会の活動実態を研究することを通じ、日本政治という大きな枠組みの中で地方政治が果たしてきた役割を明らかにすることである。地方議員は第一に国会における主要な人材供給源を構成しており、とりわけ地方議会出身者は、自民党と社会党において国会対策に秀でた専門家として起用されている。また地方議員は、地方政治の秩序維持者としての役割を担い、５５年体制を下支えしてきただけでなく、５５年体制後、連立政権の時代に入り、議会運営に長けた地方議会出身者のプレゼンスは有効性を増すようになっている。研究成果の概要（英文）：The purpose of this research is to clarify the role of local politics in Japan. Especially those from local assemblies are appointed as Diet Affairs committee experts(as Whip) in the Liberal Democratic Party (LDP) and the Socialist Party. Local politicians also played a role as a maintainer of local order throughout 1955 regime. After LDP's one-party rule ended in 1993, Japan's politics entered the era of coalition government, the people of local assemblies had maintained the influence and become more effective in Japan's politics.
