• Note (General): application/pdf; 科研等報告書; 研究成果の概要（和文）：茨城県では，県北地域と鹿行地域で住宅被害が大きかった。これら２地域を中心に７地区を 取り出し定点観測的に調査を実施した。県北地域は震災前から人口は減少していたが，７地区の多くで震災後３年の間 に急減した。震災から３年後，従前居住地に帰還している人は７～９割，別住宅居住は１～３割であった。被災者生活 再建支援金の加算支援金の受給率は全壊の被災世帯でも60%しかなかった。その背景には再建できない高齢者世帯が多 いという事情がある。 地方では，持家で古い住宅が多く，これらの住宅に住んでいた高齢者世帯が住宅被害の多数を占めたことから，高齢者世帯への自力再建支援を充実させる必要があることなどを指摘した。 研究成果の概要（英文）：This study examines the current progress of housing reconstruction for disaster victims and issues of reconstruction in Ibaraki Prefecture, as well as issues relating to reconstruction aid. House reconstruction relies largely on the efforts of the residents themselves ; however，the overwhelming majority of home-owning victims are elderly. This creates difficulties when it comes to state-supported funding. For this reason，there are many examples of returnees who have given up on rebuilding their houses，which is closely connected to victims not feeling that their lifestyles have recovered from the disaster. I examine issues related to reconstruction aid in light of the large number of elderly victims.
