研究成果の概要 (和文) : 本研究では、複数地域に便益が及ぶ公共財の供給水準と地域間の費用分担が、各地域の代表者の合議によって決定される状況を考察する。この状況では、各地域の代表者選出の過程で、戦略的委託の問題が発生し、合議により実現する資源配分はパレート非効率となることが知られている。本研究では、まず、先行研究で指摘された戦略的委託問題が資源配分の効率性に与える影響を厳密に測定し直した上で、中央政府が「補助金制度」と「交渉決裂後の代表者再選挙制度」を併用することで、戦略的委託問題を解消することができることを明らかにした。
研究成果の概要 (英文) : We examine a situation in which two regions cooperatively provide a public good through negotiation. The negotiation is conducted by representatives, who are elected from each region. It is well-known as a strategic delegation problem that each region strategically elects its representative and as a result, the public good is inefficiently provided through negotiation. In this study, first, we strictly reevaluate how serious the problem is. Then, we show that this problem can be solved through the central government policy that combines a cost-matching grant for public good provision and reelection after the negotiation breaks down.
