研究成果の概要 (和文) : 昭和戦時期は国内の政治・行政・経済など各分野で改革論議が花盛りであった。戦争の準備のために政府も国民も改革を急ぎ、また焦った。新官僚・革新官僚などと呼ばれる官僚群が注目を集めると共に、多くの知識人が改革論議に参入した。これらの戦時の改革は敗戦によって無駄に終わったと軽視されることも多い。一方で、戦時改革は戦後日本社会にも大きな影響を残したと考えるのが近年の研究潮流である。本研究ではそれらの発想を受け継いで、戦時改革を昭和戦前期日本の国内の歪みや問題点を集約させた分野横断的な改革の集積と見なす。本研究では官僚群による秩序だった体制改革の集積として戦時期の変化を理解し、その全体像の把握を試みた。
研究成果の概要 (英文) : Reform debates in all fields such as politics, administration, and economy were at their peak during the war period of the Showa Era in Japan. Both the government and the people carried out reforms rapidly in order to prepare for war. Groups of bureaucrats such as new bureaucrats and reformist bureaucrats came under the spotlight and many intellectuals joined the reform debates. These wartime reforms are often considered less serious due to war defeat. On the other hand, recent research trends suggest that such wartime reforms had a strong impact on postwar Japanese society. This study uses such concepts to consolidate distortions and issues in Japan before the war period of the Showa Era and accumulate cross-sectoral reforms. This study attempts to interpret changes during the war period as an accumulation of systematic reforms undertaken by bureaucrats and understand its entire narrative.
