研究成果の概要 (和文) : 日本において実施可能で、日本に適した、生物多様性保全を主眼とする結果に基づく環境支払いの制度設計に資するべく、結果に基づく環境支払いの受容度を明らかにするため、栃木県と宮城県の農業者と滋賀県の農業者に対して、それぞれ質問紙調査による選択実験を行った。栃木県と宮城県の農業者に対する調査では、行為に基づく支払いと結果に基づく支払いを比較すると、農業者は行為に基づく支払いを好むという結果となったが、滋賀県の農業者に対する調査では、全体として結果に基づく支払いに対して肯定的であること、重要な施策属性として「水鳥の種数」「結果の確認方法」「認証制度」「支払単価」が有意であることが示された。
研究成果の概要 (英文) : Choice experiments with questionnaire surveys were conducted to farmers in Tochigi and Miyagi Prefectures, as well as those in Shiga prefecture. The aim of the surveys was to reveal farmers’ attitudes toward result-based agri-environmental payments for biodiversity conservation in Japan, in order to contribute to the design of result-based payment program appropriate for Japanese agriculture. The result of farmer survey in Tochigi and Miyagi showed that they prefer action-based payments to result-based payment. In contrast, the survey in Shiga Prefecture elicited positive response to result-based payment from farmers. The choice experiment analysis showed that the number of waterfowl species, confirmation method of the result, product certification program, and the payment level are significant attributes.
