BRICsの一角のロシアは、1998年の金融危機を転換点に、豊富なエネルギー資源の価格高騰により、急激な経済成長を見せ、2011年には、WHOに加盟が確実になってきている。日本との経済関係は、天然ガス、木材、水産物などの資源の輸入と、最近では、トヨタ、日産が現地組立工場で進出するなど重要な拠点として進展しつつある。政治面では、1989年のソ連崩壊後混迷が続くも、2000年から2008年までのプーチン大統領が「強いロシア」をスローガンに、愛国心の高揚を掲げ、政治情勢の安定化が進んでいる。日本との政治関係では、2010年11月にメドヴェーチェフ大統領が北方4島の一つである国後島を訪問したことによって、日本人のロシアに対する嫌悪度が高まっている。本稿では、このようなロシア国内で起きた投資面と財務面の係争事案の中から、国家の意向による乗っ取りを含めた不可解な個別事案を取り上げて、ロシアでのビジネスの難しさを紹介している。特に、移転価格税制の恣意的な執行により、多額な二重課税に陥り会社存続が危うくなったユコス社事件について、税務当局の更生内容を検証した。なお、本稿を執筆するにあたっては、大東文化大学在外研究員として2007年7月から9月までハバロフスク経済法律アカデミー（大学）でヒヤリングし、2011年3月末までに資料収集したものがベースとなっている。
