Note (General): 本論文では、世界の砂漠化と中国内モンゴルの砂漠化を比較しながら、内モンゴル自治区の砂漠化の原因、プロセスを主に政治経済政策および歴史的な視点から考察し、発生に至った根本的な原因を明らかにした。内モンゴル自治区の砂漠化現象は単なる環境問題ではなく、モンゴル遊牧文化の存続に関わる重要な問題でもある。草原の環境保護は、牧民を主体として、伝統的な遊牧文化を再評価し、牧民の生活と融合すべきであると考えられる。一方、都市化政策および「生態移民」政策が砂漠化問題の解決に至るのかどうかは疑問であり、内モンゴル自治区の環境保全と経済発展を両立させるサスティナブルな政策として、牧戸単位に分断された牧畜業の規模拡大を進め、企業として現代社会に対応できるような仕組みにすべきであると考えている。それは、環境保護の主体が牧民であり、伝統的な遊牧文化の要素をとりいれつつ、現代的な牧畜業の技術や経営方式と結びつけなければ根本的な解決にならないからである。
