Note (General): 本稿では3つの政治決定をめぐる政策過程を取り上げてその事例研究を行っている。第1節では、政治体制の民主化の基盤を構築する、礎石となった現行憲法の制定に関する憲法改正および大統領選挙法改正の政策過程を取り扱い、次の節では国会議員選挙法の改正の政策過程を取り扱った。次の節では地方自治体の長および地方自治体議会議員の選挙を含めてすべての総合的な選挙法に関する制定の政策過程を取り扱った。第2章では、社会福祉体制の確立においてその基幹となる国民健康保険法制定過程の政策過程を中心に取り上げて制度化される過程をフォローすることにした。第3章では、この国家資本主義体制を権力ではなく市場メカニズムによって運営される自由な市場経済システムへと転換させる経済の民主化過程の基盤を作った政策が先進諸国とは全く逆に新自由主義的理念に基づいて遂行されたという逆説を国営企業の典型の韓国電力の民営化の政策過程をフォローした。
