Note (General): 小論は、若年世代の有権者への意識調査をもとに政治教育の課題を検討し、高等学校の公民科において、論争のある政策課題に対する政党の具体的な対応を学習することにより、代表制民主政治下の有権者にもとめられる「政治的リテラシー」の基礎を育成すべきことを主張する。政党は、その機能変容にもかかわらず、有権者（社会）と政策過程（政府）の連繋機能を有する唯一の「責任ある公的存在」として、代表制民主政治の運営に不可欠の装置であり、依然として「現代政治の生命線」である。政党と政党が取り組むリアルな政策課題の学習を回避すれば、いかなる政治教育も画餅に帰すことは必然であろう
