Note (General): The Cabinet office reviewed the reinforced area where will be attacked by strong motion with seismic intensity VI or higher in JMA scale during the new-Tokai Earthquake. In addition, possibility of occurrence of the next Tounanki Earthquake has also been published. It is important to improve disasters prevention power of communities and companies in the area where damages are expected during the earthquakes. In this study, a new method for evaluating the disaster prevention power of communities and companies is presented. The method consists of three Diagnosis (Bousai Carte). At first, questionnaire survey on preparations against an earthquake disaster was made to inhabitants to evaluate the power of a family. By using the questionnaire data, the Family Diagnosis is completed by a radar chart in six items with ranks from 1 to 5. Next, the Community Diagnosis which has two radar charts, Risk chart and Countermeasure chart, with six items is completed. Total power is evaluated by comparing two charts. In the last, Company Diagnosis is completed by the following procedure. Questionnaire survey and hearing survey were carried out to the companies. The Company Diagnosis has also radar chart with six items on earthquake-proof reinforcement of buildings, etc. The Diagnosis will be reevaluated repeatedly. In this way, the effective countermeasure against the earthquakes can be carried out.
