Introduction (Introduction of Reference Books): 本書は、欧州の化学物資規制に関する解説書。9章構成で、「第1章世界的な化学物質管理強化の動き」、「第2章 EUにおける環境管理強化の流れ」、「第3章化学物質の安全評価」、「第4章主要規制対象物質の有用性と有害性」、「第5章 EUの主要な有害物質関連の規則・指令」、「第6章 EU規制への対応事例」、「第7章規制物質の分析法(測定法)」、「第8章 EU指令と日本国内法との関係」、「第9章情報源と支援組織」からなる。第1章では、GHSや米国の化学物質規制の概要、日本や中国おける化学物質管理に関する法体系について概説している。第2章では、EUの立法過程への効果的なロビイングや環境法規制における市民参加の動向のほか、iPP(包括的製品政策)やEMAS(環境マネジメント・監査スキーム)について説明しています。第3章では、ヒト健康や環境中生物に対する有害性評価等について解説している。第4章では、非臭素系難燃化技術についてEU規制と代替技術を説明しているほか、臭素系難燃剤や塩素系有機溶媒などの有用性や有害性についてもまとめている。第5章では、WEEE指令、RoHS指令、ELV指令、廃電池指令、REACH、EuP指令、容器および容器廃棄物指令について概要等をまとめている。第6章では、SCM(サプライチェーンマネジメント)などのマネジメント的な対応事例のほか、鉛フリーはんだや3価クロム化成皮膜などの技術的対応事例についてまとめている。第7章では、iECの分析基準のほか、iSO/iECに基づく試験所認定制度などを概説している。第8章では、EU指令による日本国内法への影響について概略をまとめ、第9章では情報源を紹介している。巻末の資料には、本書で紹介したEU規則・指令本文を付す。
