のちに付けられた表紙には「議案　馬場不知？斎筆」とある。馬場不知？斎の自筆の意か。馬場不知？斎（ふちこうさい）（１８２９〜１９０２）は名を毅といい、通称縫殿右衛門。不知？斎は、元治元年（１８６４）に失明した後の号といわれる。津山藩士で、儒学・蘭学を修め、詩をよくした。本書は、華美の風をやめるよう提言する馬場縫殿右衛門（不知？斎）の意見書と、官禄の渡し方、蚕糸製造所設置についての神西二六郎の意見書の、２点の資料を収録するもの。２点の資料は同筆。神西二六郎の意見書に「庚午正月廿八日」とあるので、明治３年（１８７０）の意見書と考えられるが、本書はのち写本と推測される。（文責：岡山県立図書館）
