- 国立教育政策研究所のプロジェクト研究である「教育課程の編成に関する基礎的研究」の平成21年度における研究成果を、報告書としてとりまとめたものである。 本研究所では平成18年４月に中期目標を策定し、平成22年度までの期間中に取り組むべき初等中等教育分野に係る課題の一つとして「教科等の構成の在り方」を掲げている。この課題に関連する研究としては、既に平成９～19年度において「教科等の構成と開発に関する調査研究」が実施されてきており、本研究はこの調査研究を引き継ぎながら、さらに今後の教育課程の編成にかかわる基礎的な資料を得ることをねらいとしている。 研究課題として、(1) 新教育課程の実施状況の把握、(2) 諸外国における教育課程の動向の調査、(3) 国内における教育課程の開発事例の調査を設定し、それぞれ研究計画、研究体制を整え調査研究を進めている。本報告書は、これらのうち(2) の課題について、各国の教育課程の基準と学習評価に焦点を合わせて調査した結果をとりまとめたものである。 研究の特色は次のとおりである。大きく教育課程の基準の概要、ナショナルテストの動向、学習評価に係る制度、の３点を共通の調査項目として設定し、各国の比較が可能となるよう工夫したことである。また、学習評価については、通知票等の具体的な資料についても収集したことがあげられる。
