日本と中国による自然資源の「開発と管理」をめぐる問題について、歴史的視座から検証し以下の2点が明らかになった。第一点は水資源管理をめぐる中国と日本の政策の異同と連続性である。北京の公園における水資源管理や官庁水庫建設計画において、日本の水利政策や管理体制に南京国民政府からの連続性がみられた。第二点は中華民国と中華人民共和国による水資源管理や大規模水利施設建設についての国家と社会の関係の変容である。日本や国民政府は大規模建設に必要な社会の動員を行う上で地域社会の掌握が難しく、中国共産党は社会主義体制の構築の過程で大規模水利施設の建設における動員を容易にさせ、ここに国家と社会の関係が変容した。 This research explores the issues concerning "development and management" of natural resources by Japan and China during the war-time and after 1949. The conclusion can be separated into two spects. First, Japan’s water management and Guanting Reservoir construction plan have continuity of the Nationalist government’s water management plactice. Second, Japan and the Nationalist government is difficult for mass mobilization which is necessary for the construction of large-scale irrigation facilities. The Chinese Communist Party seized the community under mass mobilization. At this time, the state and society relationship in water resource management has changed.
