ヒューマンセキュリティ問題の解決に向けて、多国間の政策協調への有効な取組みは北東アジア地域でも喫緊の課題となっている。温室効果ガスの削減もその1つであり、この課題の解決に向けた政策協調の1つのあり方が吸収されたCO₂の取引スキームであるCDM（クリーン開発メカニズム）である。CDMは投資国とホスト国の双方に利益をもたらし、地球全体の温室効果ガスの削減に貢献する仕組みといわれる。しかし、まだ契約成立に至った事例は多くない。本研究は北東アジア地域におけるCDMプロジェクトの新たな制度設計を試みるとともに、その実現可能性の検討を試みた。まず、中国のCDMプロジェクトに対する姿勢の変化とともに、オランダとのCDMプロジェクト実現から現在、日中間でのCDMプロジェクトの課題を考察した。そして、韓国の参加にともなう取引コストの削減効果を日本と比較することで、北東アジア地域におけるCDMプロジェクトの可能性を検証した。その結果、韓国参加による取引コストの削減効果（23%）、総コストに対する削減効果（約4%）に見られるように、日中間CDMプロジェクトへの韓国の参加は、北東アジア地域におけるCDMプロジェクトの実現可能性を高めることができるとの結論が確認された。
