「開かれた政策協調手法」（Open Method of Coordination）は、90年代に進展した単一通貨ユーロの導入に象徴される欧州での経済統合と並行して、雇用分野において進められた政策協調手法である。ルクセンブルクプロセスとして始まったこの政策協調は、2000年リスボン欧州サミット以降、多くの政策領域において用いられている。この手法では、各国は法的に拘束されるのではなく、各国が合意した戦略とガイドラインの達成のために、各国の実情に合わせた政策を独自に実施する。最終的にはその結果を評価し、成功例を特に取り上げ翌年に生かす、という一連のプロセスを単年度ごとに行なう。本研究においてえられた知見のひとつは、従来型の欧州委員会のトップダウンによる政策の統合よりも、「開かれた政策協調」の方が、多くの政策領域において各国とも実施しやすく、成果も得られやすいということである。
