本稿では、日本国内における「人間の安全保障」にかんする認識の変容を、国会における議論の分析を通じて明らかにするとともに、認識の乖離が政府と国内に存在したことを確認する。分析の時期は1990年代から2005年までで、3つの段階に分ける。UNDPが提唱しはじめた「人間の安全保障」は日本でも議論されるようになり、政府としては小渕首相が日本外交の独自の外交理念として最初に提起した。日本政府は開発重視という観点から、独自の「人間の安全保障」に向けた政策の立案と実施に取り組み、こうした取り組みが国会でも浸透していったように思われた。しかし、2001年の9・11後に、政府と国会の認識は再び乖離していくことになる。本稿はこうした「人間の安全保障」をめぐる議論の推移を整理するとともに、最後に若干の展望として、復興支援や自衛隊派遣を「人間の安全保障」という枠で論じてこなかった日本政府の認識の変化の可能性について言及する。
