明治の開業時より、沿線に軍需施設や別荘地の多い横須賀線では、古くから二等車（現在のグリーン車）の連結があったほか、葉山の御用邸へ向かう皇族のための専用車両が用意されるなど、一般の通勤路線とは異なる輸送需要に応えてきた。
そんな当線に戦後の1951（昭和26）年より投入されたのが国鉄70系近郊型電車で、湘南型電車80系に倣った二枚窓の正面や、「横須賀色」と呼ばれる青色とクリーム色のツートンカラーが特徴とされ、後継の新性能電車113系に置き換わる1968（昭和43）年まで活躍を続けた。
本書では130年以上にわたる横須賀線の歴史の中から、70系電車が活躍していた戦後から高度成長期にかけての約20年間にスポットを当て、沿線在住の著者が時系列を追って上下二巻で解説する。上巻では連合軍の接収や横須賀色の登場、車両が所属する車両基地などについて、また下巻では列車編成の推移や新性能電車の登場による70系の地方転出、1963年の鶴見事故、新性能化の完了による70系引退などについて解説する。
