- 東日本大震災から10年。なかでも108名のうち74名が犠牲となった大川小学校(宮城県石巻市)の事故は、「人災」とする遺族らによる長い闘いの末、2019年の最高裁決定で教育行政の「組織的過失」が認定された。なぜ隣接する裏山へ子供たちは逃げられなかったのか?なぜ市教委の事後対応は遺族たちに不信感を与え、その後の検証委員会も遺族らの疑問を解明できなかったのか?震災直後から現地でこの問題に取り組み、「組織的過失」を予見していた著者が、その「失敗の本質」を明らかにし、教訓からクライシスマネジメントのあり方を提言する。
