• Summary, etc.: This study explores whether university education in Japan’s local regions should be redesigned, in response to globalization, focusing on producing human resources capable of appropriately performing overseas activities, or on developing multiculturalism among students so that they may better accept and coexist with foreign residents in their communities. Previous research has pointed out that Japan’s recent higher education internationalization policies have placed excessive emphasis on the development of human resources for the sake of overseas economic activities from the perspective of industries. Meanwhile, the number of foreign residents in Japan has risen nationwide, reaching record highs every year. The Japanese government has promoted so-called “multicultural coexistence” policies, including development of Japanese language programs for foreign residents and promotion of domestic employment of international students after completion of their study in Japanese universities. This study reveals the limitations of the government policies in terms of contributing to communities in local regions by examining the past policy trends and by conducting a survey on the actual status of response to globalization in local industries, administrations and universities. While awareness of the need for coexistence with foreigners has grown within these three parties, concrete measures to address this issue in university education remain unimplemented at both national and regional levels. Furthermore, it has been noted that many students in these regions lack multicultural awareness. Engaging with foreign residents in classroom settings could be one of the effective ways to foster this awareness and promote the acceptance of coexistence. Finally, this study demonstrates that, although public awareness of multiculturalism is still to be raised, “living alongside foreigners” is accepted as a critical issue by all the three parties. It is essential for the universities located in local regions to promote multiculturalism among all the students.
