- 25年間の歴史を持つ中山間地域等直接支払制度が揺れている。直接の契機は、本制度の第5期対策（2020～2024年度）に導入された集落機能強化加算について、農水省が廃止を打ち出したことにある。本書は2000年度に発足し、「集落協定」という農村集落を基盤とする日本独自の支援方式として設立、展開してきたこの制度を、農村社会の変化とあわせて振り返る。第5期末における混迷の真因を冷静に分析しつつ、今後のあり方を展望する。それは農村政策のみならず、農政全般における政策形成のあり方に対する問題提起でもある。
