- Summary Report of Research Institute for Higher Education Annual Study Meeting, 2025 The rapid population decline accompanying a falling birthrate and an aging society is forcing unprecedented transformation upon our nation’s higher education system. The report issued by the Central Council for Education in February 2025 (Reiwa 7) proposed maintaining and enhancing the "Total Sum of Knowledge" (Chi no Sowa) through a diverse range of measures. These include downsizing enrollment quotas, promoting collaboration, reorganization, and consolidation among universities, and ensuring regional access through the establishment of regional councils. Against this background, the "56th IDE University Seminar" and the "General Meeting of the Council for University Education Research Centers” and the ”53rd Annual Study Meeting Research Institute for Higher Education (RIHE), Hiroshima University" were held over two days, from August 21 to 22, 2025. This volume serves as the record of those two days. Day 1 (August 21) focused on the main theme of "Optimizing University 'Scale' and University Management," facilitating in-depth discussion on the restructuring of the higher education system as envisioned by the Central Council for Education report. In the keynote lecture, Mr. Hideki Takami, Director of the Higher Education Policy Planning Office at the Ministry of Education, Culture, Sports, Science and Technology (MEXT), presented a "Future Vision for Enhancing the 'Total Sum of Knowledge' in Our Nation." He outlined specific policy directions, including the background of institutional reforms, the tightening of approval processes for university establishment, and the institutionalization of support for withdrawal from the sector. Following this, case reports were presented on the current state and challenges of university management from the respective standpoints of national, public, and private institutions. President Masaki Sakakoshi of Hiroshima Bunka Gakuen University and President Masato Miyatani of Hijiyama University reported on the realities observed from the front lines of management. Furthermore, Chairperson Norihiko Suzuki of the Public University Corporation of Hiroshima Prefecture presented the roles and challenges of public universities within their regions. A vigorous bilateral discussion between administrative officials and university practitioners ensued, exploring the ideal form of university management—where institutions must forge unique identities while occasionally facing difficult choices within their specific contexts. Day 2 (August 22) built upon the previous day’s discussions but shifted focus to a more reflective perspective: "Higher Education Research Expertise in University Management" and "The Future of Higher Education Centers." The keynote lecture featured Mr. Kazuhiro Hayashi from the National Institute of Science and Technology Policy (NISTEP), MEXT, who critically examined the establishment and social utility of "Higher Education Studies" from a scientometric perspective. Building on Mr. Hayashi’s lecture, the second session discussed how the burgeoning field of higher education studies can demonstrate its utility in practical society and on university campuses, and to what extent practice and scholarship can coexist. While higher education centers are currently established at many universities, recent trends toward organizational consolidation have challenged the long-standing premise of the "necessity of specialized organizations." Based on this critical awareness, this session utilized surveys of various centers to reconsider the expertise of higher education studies. Participants engaged in a multifaceted discussion on how higher education centers—acting as hybrid organizations that include non-specialists—should engage in constructive dialogue with university headquarters and other departments. Furthermore, in light of the recent Central Council for Education report, the session explored the new roles these centers should fulfill from the perspective of university management.
