Alternative TitleResearch on the formation and management structure of community autonomous organization as a result of municipal mergers : focusing on the entity formation of small-sized merged municipalities in Hiroshima prefecture
Note (General)In expanded new local governments after municipal mergers, the establishment of “community autonomous organization" has been developed on a nation-wide basis to create new mechanisms related to community management. This research has especially targeted at Hiroshima prefecture which the decreasing rate of small-sized local governments due to municipal mergers is top-level even on a nation-wide basis. It aims at classifying “community autonomous organization" in patterns according to their established entities and areas and comparing and analyzing by revealing the following three points according to their patterns: (1) The characteristics of formation process from municipal mergers to “community autonomous organization" (2) The actual conditions such as functions, roles and activities seen in the management structure of “community autonomous organization" (3) The outcomes and challenges of “community autonomous organization" and proposals in that it shall be positioned as an entity of self-government formation holding substantiality in the future. As a result of the research, the relationship that the formation process of “community autonomous organization" may interact with the actual conditions of the subsequent management structure has been revealed. In the formation stage, the basic administration stance concerning the concept of administration support also obvious to the administration side in addition to local residents' awareness of autonomous entity formation and the existence of their spontaneous eagerness, their shared definite positioning of “community autonomous organization" as well as such local residents' initiative are needed. The substantiality of “community autonomous organization" was viewed as depending on just the above-mentioned level. Based on the above-mentioned analyses, it has indicated a “step-up model" which aims at forming entities through “community autonomous organization".
