Note (General)松本斗機蔵（まつもと・ときぞう）は、江戸時代後期の儒学者で八王子千人同心組頭であった。海防論者であった松本は、1837年に本書を執筆し、水戸藩主徳川斉昭に献上した。松本はロシアの南下やイギリスの通商要求に対する幕府の対応に危機感を抱き、西洋諸国に倣った大船の建造や大砲の製造、ロシア・イギリスとの通商の許可などを主張した。また、琉球については蝦夷地と合わせて日本の「左右翼」であると表現している。海防の観点から琉球近海の警備のため、薩摩から年に2、3度西洋船を出させ、琉球国内の各島を巡視させ、西洋人の立ち入りを防ぐよう主張した内容も見受けられる。
Tokizō Matsumoto was a Confucian scholar during the latter half of the Edo period, and head of the Hachiōji sennin dōshin (junior officials in Hachiōji). An advocate of maritime defense, he wrote this book in 1837 and presented it to Nariaki Tokugawa, the lord of Mito domain. Matsumoto was alarmed by the shōgunate’s response to Russia’s southward expansion and Britain’s demand for trade, and he insisted on imitating Western countries by building large ships and artillery, and to permit trade with Russia and Britain. In addition, he describes Ryukyu along with the Ezo region as being the sauyoku (left and right wings) of Japan. Matsumoto also insists in the book that in order to protect the coastal waters of Ryukyu from a maritime defense point of view, Satsuma ought to send Western ships two to three times a year to the Ryukyu Islands, patrol each island, and prevent Westerners from entering the area.
