Paris （マルテンス『現代ヨーロッパ国際法概要』第２版 １８６４年 パリ）２冊展示会名：Digital 葵文庫印記：開成所、静岡学校マルテンス（Georg Friedrich von Martens)（1756-1821）はドイツを代表する国際法学者であり、有能な外交官でもあった。それまでは、グロティウス（Hugo Grotius）(1583-1645）以来の伝統で、国際法は人間の理性を正しく働かせることによって発見できるという自然法学が支配的であった。これに対してマルテンスは本書で、国際法は国家間の条約や慣習の中に求めるべきことを説いた。近代国際法はマルテンスによって決定的に道が開かれたといわれている。マルテンスの著した『現代ヨーロッパ国際法概要』（フランス語）は、１８０２年コベット（Cobbett)により英訳され、とくにアメリカに強い影響を与えた。 江戸幕府旧蔵のこの本は、マルテンス著『現代ヨーロッパ国際法概要』のヴェルジェ（Verge）による編集版（第２版）である。なお、「丙寅」（ひのえとら）の書き込みのあることから、本書が開成所に入ったのは慶応２年（1866年）と思われる。請求記号：AF124-1～2
