The purpose of this study is to understand faculty members; learning andprofessional experiences before joining the profession, their duties and activities asfaculty members, the competencies required for their jobs and their acquisition of thesecompetencies, as well as their attitudes and identities regarding higher education andtheir careers. This study focuses on faculty members at universities that are enhancingregional cooperation and professional/vocational education.  The analysis of the faculty survey revealed a regional and professional orientationsthat differ from that of the traditional academic orientation in various aspects such asexperience, activities, competencies, and identity. Comparisons with available existingdata indicate a divergence from university faculty members at research universities,and an approximation to junior colleges and vocational schools, which are nonuniversitytertiary institutions. This suggests that policy-driven enhancement ofregional and vocational education functions may challenge conventionalunderstandings of university faculty and the classical university/academic concept.  Higher education policy and research in Japan have not adequately accounted forthe diversity of tertiary education institutions, including universities, junior colleges,colleges of technology, and professional training colleges. Policy and research tend tofocus on the research university model, leading to a cognitive bias that applies thisframework broadly. Strengthening of regional and professional/vocational educationalfunctions highlights these cognitive biases simultaneously encourages diversification ofperspectives on the nature of the university.
