- 【目的】「米国における公立図書館利用の無料という伝統は，1970年代後半以降衰退しつつある」。この歴史観に対して，米国において有料貸出が古くから継続してきたこと，および利用料徴収に関わる法規定と法運用について明らかにすることで，疑問を呈する。加えて，米国における有料サービスの進展についての妥当な歴史観を示す。【方法】米国公立図書館史，貸本業史，蔵書構築・管理の教科書，有料化に関する新聞報道，1970年代から90年代にかけての有料化論争を扱ったいくつかの論文を対象として，文献調査を行った。それら文献から，書籍および音楽・映像媒体の貸出，レファレンス・サービスに対する利用料徴収に関する記述を拾った。【結果】ベストセラー書籍の貸出に対する利用料徴収は19世紀末から存在しており，一部の図書館では現在も続いている。ただし実施する図書館の数は減少傾向にある。このほか，映像媒体の貸出やレファレンス・サービスに対しても利用料が求められることがあった。米国の一部の州は図書館利用の無料を法で定めていない。また，法で無料をうたっていても，無料サービスの範囲が限定されていたり，図書館に一部サービスを有料化する権限を与えていることがあった。さらに，法運用によっては無料であるべきサービスが有料となっていることがあった。20世紀後半になって拡大したのは，利用料徴収ではなく無料サービスの範囲である。1970年代以降の有料化論争とは，無料とされる範囲の拡大を押しとどめる動きだったと解釈できる。
